NCC Presents Regulatory Impact Assessment Report On 2024 Subsidiary Legislations
The Nigerian Communications Commission (NCC) has reaffirmed its commitment to participatory regulation and stakeholder engagement with the presentation of the Regulatory Impact Assessment (RIA) Report on Eight (8) Subsidiary Legislations conducted in 2024.
The report was officially presented during a high-level stakeholder engagement forum held today in Abuja, where the Executive Vice Chairman/CEO of NCC, Dr. Aminu Maida, welcomed stakeholders, policy experts, and industry leaders to a session he described as a “significant innovation in the Commission’s rulemaking process.”
In his welcome address, Dr. Maida underscored the importance of the RIA process, noting that it aligns with NCC’s three strategic focus areas: the consumer, the licensees/market, and the government.
“The Commission places consumers at the centre of its regulation. It is therefore critical to the RIA process to review the impact of these legislations that border on consumer satisfaction and Quality of Experience (QoE),” he said.
Dr. Maida also explained that the RIA was conducted to evaluate the adaptability of the regulations and their capacity to reduce market entry barriers, entrench fair competition, and promote efficient use of telecom resources.
Speaking on the third strategic focus area—the government—he emphasized the importance of aligning regulatory reforms with national development goals and policy expectations.
“The RIA reviewed the impact and opportunities of these legislations on driving governmental objectives and meeting policy expectations,” he added.
The NCC boss stated that the RIA provided stakeholders the opportunity to give feedback, recommend areas of improvement, and ensure the effective application of legislations, ultimately safeguarding public interest, stimulating innovation, and attracting investment.
The event, which drew wide participation from across Nigeria’s telecommunications ecosystem, is part of the NCC’s broader strategy to build a transparent, fair, and consumer-centric regulatory framework capable of responding to industry dynamics.
Dr. Maida called on stakeholders to critically assess the report, engage constructively, and focus on developing a regulatory environment that fosters growth, sustainability, and market confidence.
“Your insights will be invaluable in shaping the rule-making process and deepening the development, review and implementation of subsidiary legislations,” he concluded.
The engagement is expected to help recalibrate the Commission’s strategies and ensure that regulatory practices remain agile, adaptive, and aligned with industry realities and future challenges.
