NCC Releases Q4 2025 Network Performance Reports, Affirms Improved Connectivity Nationwide
The Nigerian Communications Commission (NCC) has released its Q4 2025 Network Performance Reports, reaffirming its commitment to transparent, data-driven regulation and the continuous improvement of Nigeria’s digital ecosystem.
Speaking on the reports, the Executive Vice Chairman (EVC) of the NCC, Dr. Aminu Maida, said the publication underscores the Commission’s resolve to provide Nigerians with independent, real-world insights into network performance across urban centres, rural communities, highways and emerging 5G locations.
According to Dr. Maida, the reports were developed in collaboration with global internet analytics firm, Ookla, to accurately reflect the lived digital experience of Nigerians nationwide.
“Today’s engagement reflects our commitment to transparent, data-driven regulation and the continuous improvement of Nigeria’s digital ecosystem. Through our collaboration with Ookla, we are providing independent insights into real-world network performance across cities, rural communities, highways and emerging 5G zones,” he said.
The EVC noted that the Q4 2025 reports provide a critical tool for tracking progress, identifying gaps and guiding targeted regulatory interventions, including spectrum optimisation, infrastructure upgrades, quality-of-service enforcement and the expansion of rural connectivity.
Dr. Maida disclosed that the data revealed steady improvements in overall network quality, particularly in median download speeds across both urban and rural areas when compared to Q3 2025 performance. He added that the video Quality of Experience (QoE) gap between urban and rural locations has narrowed significantly, while the nation’s 4G backbone continues to strengthen.
He, however, acknowledged persistent challenges in areas such as 5G service gaps and inequalities in upload speeds, noting that the Commission is actively engaging operators to address mobile service coverage deficits and related concerns.
Highlighting industry investments, Dr. Maida revealed that over $1 billion was invested in the telecommunications sector in 2025, leading to the deployment of more than 2,850 new network sites nationwide to expand coverage and capacity.
“Much of the progress reflected in today’s reports is a direct outcome of these investments,” he said.
Looking ahead, the NCC boss disclosed that operators have committed to surpassing their 2025 investment levels in 2026, with sustained infrastructure deployment expected across the country.
He reaffirmed the Commission’s commitment to working closely with industry stakeholders to translate insights from the reports into improved connectivity, better service quality and a more inclusive digital future for all Nigerians.
